Estimated Expenditure. I regret

that I have not found it possible to keep the expenditure

during the current year within the amount ($8,050) sanction-

-ed in Your Lordship's Despatch No. 183 of the 22nd. of

August; and I have to ask your authority to exceed that

estimate during the current year by $2,951, and the

estimate for next year ($8,050) which was framed before

the Committee's report had been received and considered,

by $5,281. Detailed particulars of how these estimates

are arrived at are appended to the report. I have at the

same time to point out that the revenue from students' fees

is estimated at $1,812 for the current year, against

$1,400 mentioned in Mr. May's Despatch under reference,

and at $2,400 for next year.

Diplomas and Certificates.

It

is premature, in my opinion, to come to a decision on the

Committee's recommendations in this connection. The question"

of granting Diplomas is receiving further consideration,

and in the meantime Certificates will continue to be issued.
